Matatu crews, especially those plying routes away from the city centre, play stupid games. They carry excess passengers, then keep watching out for signs of police roadblocks.
The moment they spot the officers from a distance, they will either change route, take dangerous short-cuts or drop off the extra passengers right there, just to pick more after passing the officers. Others even hurry past while trying to hide beside lorries or buses.
