TSC nullifies suspension of Starehe Boys principal


The Teachers Service Commission has nullified the suspension of Starehe Boys Centre head teacher Paul Mugo and ordered him to resume his duties.

The commission, in a press statement, said the school’s managing committee “has no mandate to send a headteacher or any other teacher employed by the Commission on compulsory leave for whatever reasons.”

It said that Mr Mugo’s suspension was unilateral and had been done without adherence to ‘stipulated mechanisms to deal with any grievance.”

“Mr Mugo has been advised to continue performing the duties of the Principal of Starehe Boys Centre and School. He is the bonafide headteacher duly appointed by the Commission in line with Section 11(e) of the Teachers Service Commission Act, 2012,” said the statement by TSC Chief Executive Gabriel Lengoiboni.

“The decision by the Managing Committee to deploy another teacher to perform the duties of the principal is equally misguided and, consequently, a nullity. It is only the Commission that can make such an appointment.”

Starehe Boys Centre’s managing committee had on Wednesday sent head teacher Paul Mugo on compulsory leave following poor results in the 2013 KCSE results.

The committee had also sent two administrators on forced leave. They are the accounts officer and the executive assistant to the director.

Deputy principal Peter Ndungu was placed in charge of the institution in an interim basis.
