MPs approve Wamalwa’s nomination, reject Juma


The National Assembly’s Committee on Appointments has recommended to MPs to approve Eugene Wamalwa’s nomination as Cabinet Secretary for Water and Irrigation.

The nomination of Ms Monica Juma as Secretary to the Cabinet was however rejected by the Administration and National Security Committee.

A letter Ms Juma had written asking MPs to stop going to her office when she was Principal Secretary in the Interior ministry appeared to have been the main basis of her rejection by a committee that vetted her suitability as Secretary to the Cabinet.

The Administration and National Security Committee also cited “arrogance and insensitivity” and inability to say what her achievements were at the Defence and Interior ministries as among their reasons for that recommendation.

COMMITTEE’S REPORT

Finally, they said, “The nominee lacked demonstrable passion to serve the public and their elected leaders” and recommended that the House reject her nomination as the keeper of the Cabinet’s records.

But it is apparent from the committee’s report that the letter written in October 2014, and which has been talked about in the corridors before, did not go down well with the committee.

“Although the nominee has good academic credentials, she lacked a practical approach in dealing with the public and elected representatives. She displayed arrogance  and insensitivity to the needs  and concerns of the public and their elected leaders,” the committee said.
