Matiang’i reveals who’ll fund painting of school buses yellow

Acting Cabinet Secretary for Education Fred Matiang’i has said that part of the Sh29.5 billion released to schools by the government should be used to cater for painting school buses to yellow in line with his recent directive.

Dr Matiang’i explained that the first term cash transfers of free secondary education to schools was enough to allow change the colours of the buses to yellow.

He cautioned principals against passing the cost to parents.

Matiang’i sentiments follow media reports expressing concern that schools may not have the funds to execute the order. The CS termed the concerns as misplaced.

He further explained that Sh22,244 that each student receive under the free day secondary education programme includes money that caters for local transport and travel for students.

“This vote covers school vehicle maintenance, repairs, fuels, travel as well as insurance. This item ordinarily covers painting of the vehicles as part of its routine maintenance and improvement of the look of the vehicles,” said the minister in a press release.

In giving the March 30, 2018 dateline, the acting Education CS was simply executing a provision in Traffic (Amendment) Act, 2016 requiring that all school buses to be painted yellow with the school’s name on the rear.

According to the Act, a motor vehicle designated to transport children to or from school, or for any non-school related activity, must be fitted with safety belts designed to be used by children.
