I didn’t slap Jaguar, his cheeks ‘came to my hand’, Babu Owino tells Parliament

Embakassi East MP Babu Owino and his Starehe constituency counterpart Charles Njagua were on Wednesday forced to apologise in parliament for the scuffle they had last year.

During the apology making session Babu Owino caused a laughter when he claimed that he did not slap Njagua but it is his (Njagua’s) cheeks that brushed his hands.

“I did not slap Jaguar, his cheek moved toward my hand,” Owino said on the floor of the House.

APOLOGY

This forced the Acting Speaker Moses Cheboi to demand that Mr Owino apologises afresh claiming that his first apology was only a joke.

The two were asked to apologise by the Powers and Privileges Committee which is chaired by National Assembly Speaker Justin Muturi.

The committee said that the scuffle had brought shame to the house and that it had lowered its dignity although the two legislators had apologized in the past and agreed to work together.

PLAYFUL REMARKS

This was not the first time Mr Owino, a first time MP, has made playful remarks on the floor of the House.

Last year, during the oath taking ceremony of MPs in parliament, Mr Owino swore his allegiance to his party leader Raila Odinga, and not President Uhuru Kenyatta.

His statement caused laughter in parliament at a time when there was a political tension in the country. He was later forced to properly retake his oath.
