Nairobi County nets Sh 5.6billion from JamboPay


The Nairobi City County government has collected Sh 5.6 billion since adopting a controversial e-payment revenue collection system in April last year.

The e-payment system collects revenue from the single business permit, market rent, parking penalties, liquor payment, house rent and e-construction.

However the chairman of the County Assembly Public Accounts Committee Robert Mbatia has raised concern on the miscellaneous payment which is said to have collected Sh 13million in less than four hours according to the JamboPay system report presented to the committee.

The CEO JamboPay Danson Muchemi said that he had no idea what revenue was being collected as miscellaneous since he was working under orders by the City Hall to create the segment and was not in a position to dispute the figures.

“City Hall is my employer once they want a new source of revenue collection put in the system I do not question. I just created the miscellaneous segment and gave its collection to City Hall,” said Mr Muchemi.

INCREASED REVENUES

This week alone the county government collected a total of Sh 99.7million. With more people turning to e-payment, the county government is hopeful of increased revenues.

Questions have also been raised on how the Sh23 million contract was awarded to Web Tribe Limited, which owns JamboPay with Members of Parliament demanding for its cancellation.

However, Mr Muchemi said that they were awarded the tender after they had gone through a vigorous tender bidding process having been previously engaged with the defunct Nairobi City Council in 2008.

“We were among the 65 companies who expressed an interest to tender for the contract and after a vigorous process we came second behind a South African Company. Being a local company we awarded the contract,”said Mr Muchemi.

On the issue of the partnership with Kenya Commercial Bank (KCB) Web Tribe Ltd said that the bank had distanced itself at the initial stages and decided to run for the tender alone.

The Chairman PAC said their objections were not malicious and asked the CEO to appear before them next week with proper documentations.
