Fresh controversy over Waiguru date pictures


Pictures have emerged online showing Devolution Secretary Anne Waiguru in a private meeting with a commissioner of the Commission for the Implementation of the Constitution (CIC).

The undated pictures, posted by blogger Robert Alai, were circulated online a day after CIC successfully obtained a court order suspending all impeachment motions against Cabinet Secretaries.

The timing of the pictures immediately drew criticism online on a possible conflict of interest on the part of CIC commissioner Kamotho Waiganjo, who is captured in the pictures enjoying a drink with the cabinet secretary.

But Mr Waiganjo, in a telephone interview with Nairobi News, waved off the criticism.

“It (the criticism) is rather petty. I am a Kenyan who is entitled to meet anybody. Online people are free to criticize,” said Mr Waiganjo.

“I mean, we have also instituted court action against MPs, and governors and I am still friends with some of them.

“Talk to the chairman and ask him how decisions are made at the commission,” he added.

The commission, in its pleadings to the court on Monday, questioned the fairness of the parliamentary rules that allow MPs to impeach Cabinet secretaries.

“An order is hereby issued directed at the Speaker of the National Assembly and to the effect that all Motions brought under provisions of Standing Order 66 of the National Assembly shall be held in abeyance and stand suspended until this petition is determined,” ruled Justice Joseph Onguto.

Nandi Hills MP Alfred Keter and Makueni MP Daniel Maanzo plan to submit a motion to impeach Ms Waiguru to the National Assembly Speaker for approval.

CS Waiguru is under pressure to resign after she admitted that fraudulent payments amounting to Sh791 million were paid to various companies for goods and services not provided to the National Youth Service.
